Samsung Galaxy devices and other non-mtk mobile phones like the HTC,Motorola, Sony,Lenovo,Nokia Lumia etc are a bit difficult, in terms of  modification of its international mobile equipment identity (imei) number, But in this tutorial we are focusing on how to change the imei of Samsung Mobile phones.
First of all, before trying this you need to know the OS (operating system) version of the device to which you are  dealing with, this is important because its helps to identify the right custom rom to install on your phone, there are several ways of knowing your phones specifications, the easiest and fastest way is to check the about phone content through the settings menu, or you can check the full specifications of your mobile phone online through websites like GSM arena. Some android apps like mobile uncle tools, CPU-z can be used to check the specifications of your phones OS.

So we assume that you have known the specs of your device, so now we will be using Samsung Galaxy S4 for this tutorial, And here are the specs of Galaxy S4 .
  • Platform Android OS, v4.2.2 (Jelly Bean), upgradable to v5.0.1 (Lollipop)
  • Model -i9500
  • Internal 16/32/64 gb ROM, 2gb ram

thats not the complete specifications of S4, because only the OS version is what we are focusing attention at, to begin the tweaking process

Note: the difference, SDK21 is Android 5.0 (Lollipop), SDK22 is Android 5.1 (also Lollipop) and SDK23 is Android 6.0 (Marshmallow). Remember the Specs of that Samsung featured above shows its android 5.0 lollipop (if upgraded). So guess wich one to use for this tutorial.
If you chose Sdk21 then you are right, Sdk21is for 5.0 lollipop.
       Installation process
Unlike other thirdparty softwares that you can install directly after downloading the application file to your device storage, custom ROMs ain't like that. Example if you are using a symbian phone you can directly install 'sis',Jar,sisx files supported applications only to your device, for java its Jar,Android apk,on PC its exe, and so on, but its still possible to run program softwares on operating systems using other cracked tools like the iso games on android using ppsspp emulators, bin files on symbian using picodrive emulator, and so many other programmed softwares, but today we are focusing on android custom ROMs.
           Install xposed installer, xposed imei changer,Super su, also make sure that you have downloaded the compatible rom For s4 using the link above, after downloading don't try installing because it won't open, also make sure that the Zip file is placed at the root folder of your sdcard.
Launch the installed Super su, it will pop out a message saying " the SU binary needs to be updated" click on continue and select the normal mode,
now wait for the installation process to complete, if after 5minutes the process is not yet done, reboot your phone to recovery mode, if you are finding it difficult to access your device advanced boot option then this post might help you how to boot android phone to recovery mode
On the recovery mode use the volume up key and the down key to navigate to >install updates from sdcard, click on it, now look for "xposed-v72-sdk2x-arm.zip" and click on it wait for the installation to complete then reboot the device.
Now launch the Xposed installer go to framework and click on install update after that go to moduls and tick Imei changer now exit the xposed installer app.
Then launch the imei changer and apply your new imei number finally reboot your device to save changes.

You can download and install ROMs directly from TWRP manager first download it from here
Tap on install twrp, and select your device name from the list of devices, then choose the recovery version to install, after click on install, then wait for the download/installation process to complete.
Cyanogen mod roms
Visit Cyanogemod.org
Download the latest image file (.img) for your device, from the link above, Place it in the root of your sdcard folder and rename it to twrp.img. Run the following commands via jackpal android or any terminal emulator app:

Copy the above code somewhere and run it.
If you can't do that then download Rom installer flash the img files directly from the app.
you can now change your imei and modify any other system settings
At least you are now your phones developer👊
